1. The Ministry of Natural Resources and Environmental Conservation, under the guidance of the National Unity Government and in accordance with the provisions of the Federal Democracy Charter, has been planning and implementing the management of land and natural resources, as well as the conservation of the environmental by the leadership of the Union Minister in collaboration with Members of Parliament (MPs), Ethnic Armed Organizations (EAOs), Civil Society Organizations (CSOs), experts and practitioners from home and abroad and other relevant stakeholders.
2. The Ministry has also been making efforts to design a network to implement the plans for providing livelihood, security, and legal support to those who are involved in the Civil Disobedience Movement (CDM) against the coup by the Terrorist State Administration Council (SAC). The National Unity Government shall recognize and award the civil servants joining this movement to bring an end to this dictatorship in the country. The Ministry has opened the appropriate communication channels for the civil servants who have returned, after participating in CDM through online registration system to Committee Representing Pyidaungsu Hluttaw (CRPH), to the office for any number of various reasons and those who are currently studying abroad in order to encourage them to collaborate once more with the Ministry under the National Unity Government (NUG).
3. As our common goal is to establish a Federal Democratic Union, the Ministry shall, in accordance with the provisions under Section 19, 20, 21 of the Federal Democracy Charter (Part III), plan and implement decentralized and collaborative natural resources governance systems which are based forest types and resources availability within each State/Region, and operate the procedures related to federal principle, federal resources financing, and establishing environmental management funds with the utmost cooperation of private sector, the public, and CSOs. The Ministry hereby kindly urges the private sectors (both domestic and foreign companies), international partners, non-government organizations, and civil society organizations including each individual to not get involved in any acts conducted by the Terrorist SAC including business cooperation.
4. As the National Unity Government (NUG) and Committee Representing Pyidaungsu Hluttaw (CRPH) have been coordinating with the international community to take measures against those who serve the terrorist SAC, the Ministry has tried to impose the sanctions on Myanmar Gems Enterprise, Myanmar Pearl Enterprise, and Myanmar Timber Enterprise by the Treasury Department of the United State of America (USA), despite those enterprises being under the Ministry, since they earn funds for the Terrorist SAC. Hence, the following actions will be taken against individuals or organizations that are in ties with the Terrorist SAC-
(a) The NUG shall, in accordance with their acts, take appropriate measures against the individuals who force or put, by serving the Terrorist SAC, the CDM staffs under various pressures and threats to return to the office, as well as the non-CDM staffs who are still working for the Terrorist SAC.
(b) The Ministry shall necessarily take a stepwise action by warning the individuals, organizations or private companies that fail to follow laws, orders, and instructions promulgated by the NUG, by taking strong measures against them according to the laws, orders, and instructions, and by also punishing them accordingly in collaboration with the People’s Defense Force or Alliance Parties.
5. The Ministry shall identify and implement effective measures that serve to directly benefit the people by strengthening international cooperation in the resources governance sector, with the goal of acquiring international humanitarian assistance, resources governance funding or technical support, institutional capacity building for effective resources management, either directly from NUG or through the relevant organizations.
6. The Ministry shall promptly implement the prioritized activities in an effective manner, developing strategic visions and missions, and short- and long-term plans. The Ministry firmly believes that it is of great importance to adopt people-centered resources federal principles as legitimacy and public opinion are crucial to natural resource management. The Ministry hereby vows to strive for the development of resource federalism system, that serves the best interest of our ethnic people and that is in line with the upcoming Federal Democratic Union, performing resources (forests, pearl, mines, gems, gas and petroleum, rivers, lakes, fresh/saltwater resources, biodiversity) management activities through resources exploration, inventory, extraction, trading, and conservation.
